Money in Hoi An: ATMs, currency exchange, cards and QR

In Hoi An, withdraw dong at an ATM or change cash only at a bank or an agent with a «Đại lý đổi ngoại tệ» sign. Where the banks on Hai Bà Trưng are, roubles and Mir, what to pay with and the fines for street exchange.

In Hoi An the two simple ways to get dong are to withdraw it at an ATM or to change cash at a bank or at a bank agent with a «Đại lý đổi ngoại tệ» sign. We found no licensed exchange agents in Hoi An in official sources, so the practical answer is a bank. ACB and VPBank branches are on Hai Bà Trưng street, and OCB is there too. Changing money on the street or in a shop without that sign is illegal: you can be fined and the currency can be confiscated.

Where are the bank branches in Hoi An?

Three branches stand close together on Hai Bà Trưng street: VPBank at no. 523, OCB at no. 540 and ACB at nos. 577–579. VPBank and ACB are in our Hoi An banks section. For OCB we only have the State Bank's report of its office opening in February 2023, so check the address on the map before you go. BIDV has a Hoi An branch, but its address changed in 2021 — find the current one in the branch finder on the BIDV website. We give no opening hours: call or check the map on the day.

Where can I withdraw cash in Hoi An?

Open your bank's app and look for an ATM near your hotel: each bank has an address search. We did not check ATMs inside the pedestrian Old Town against official lists, so withdraw cash before an evening walk through the Old Town and keep a reserve. If an ATM will not give the amount, take less or withdraw twice: the limit is set by the ATM's owner bank.

How much do ATMs charge?

Two banks can charge a fee: yours and the ATM's owner. The amount depends on the bank and card, so read the screen: the ATM normally shows the fee before paying out and lets you accept or cancel. We give no figures because every bank has its own and they change.

Where can I legally change money in Hoi An?

Currency exchange in Hoi An — what is legal
WhereLegal?What to check
Bank (ACB, VPBank, OCB, BIDV, etc.)yesusually asks for a passport; call and ask if they take your currency
Bank agent («Đại lý đổi ngoại tệ»)yessign naming the bank and the agent, rate board in plain view
Gold shop, travel agency, shop by the market without a sign, private person, Telegramnofine and confiscation of currency
ATMyesyou withdraw dong from your card; fees from your bank and the ATM's bank

Gold shops near the Hoi An market may change money only if there is a bank-agent sign on the door. No sign means no, even if the rate looks good. Bank addresses are in the banks section.

How can I tell a licensed exchange agent?

A real agent has a sign at the entrance with the name of the bank that authorised it and the name of the agent, and the rates are displayed openly. An agent may only buy cash currency from you and pay in dong; it cannot sell you currency (SGGP, 27.05.2025). No sign or rate board — go to a bank branch. There are no licensed agents for Hoi An in our database, and we name none.

What is the penalty for street exchange?

Decree 340/2025/NĐ-CP has applied since 9 February 2026. Changing less than 1,000 US dollars outside a bank or agent brings a warning, and a repeat brings a fine of 10–20 million dong. For 1,000 to 10,000 dollars the fine is the same 10–20 million dong and the currency involved can be confiscated. The State Bank advises changing cash only at commercial banks and registered agents.

It is not theory: in September 2025 Da Nang police caught a gold shop changing money for a customer, fined the shop 30 million dong and the customer 15 million, and confiscated the currency. The earlier decree 88/2019 applied then. Hoi An is now part of Da Nang city too (see below), and the rules are national.

Will exchange points appear in hotels and the Old Town?

Not yet. In June 2026 the State Bank proposed a draft circular that would let agents operate in hotels, tourist sites, pedestrian streets and shopping centres (Dân Trí, 4 June 2026). It is a draft, not a rule in force: until it is adopted, change only at a bank or at an agent with a sign.

Can I change roubles in Hoi An?

The rouble is in the currency list on Vietcombank's rates page, but whether a given branch takes your rouble cash is up to the branch: call ahead. US dollars or euros are the safer bet. Changing roubles in a shop without a sign is illegal, with the same fine. For exchange in the big city see where to change money in Da Nang.

Does the Mir card work in Hoi An?

Do not count on it. In Vietnam Mir cards are accepted by the Russian-Vietnamese bank VRB: you can withdraw dong at its ATMs and pay at its terminals. The network is small: according to the Russian embassy in February 2026, VRB has 21 ATMs in the whole country, and Russian and Vietnamese banks are discussing expansion. We found no VRB ATM in Hoi An. The fallback is cash dollars or euros and a Visa or Mastercard if your bank's card works abroad.

Can I pay by card and QR?

Cards and QR work in hotels, restaurants and shops with a terminal — ask before you order. QR schemes for foreigners are connected for tourists from six markets: Thailand, Laos, Cambodia, China, South Korea and Singapore (VietnamPlus, 25 September 2026). Russians and Europeans are not on the list, so take cash for the market and small cafes. Look for shops with terminals in the markets and shopping centres section.

How much cash can I bring into Vietnam?

Up to 5,000 US dollars in cash or up to 15 million dong without a declaration. More must go on a customs declaration, and undeclared currency is fined (decree 169/2026, from 1 July 2026). For getting to Hoi An see from Da Nang airport to the city and from Da Nang to Hoi An.

Is Hoi An now part of Da Nang?

Yes. From 1 July 2025 Quang Nam province was merged with Da Nang city into a single city of Da Nang (National Assembly Resolution 202/2025/QH15, art. 1 item 10). Hoi An became three wards: Hội An, Hội An Đông and Hội An Tây. Bank apps and maps may write the address the old way (Quảng Nam) or the new way (Đà Nẵng) — it is the same place.
