How often does an air conditioner need cleaning here?

The coastal climate is humid and units foul up faster than in a dry one. With daily use, rinse the filters yourself every two or three weeks and have a full strip-down clean every three to six months. The signs that it is due: weaker cooling, condensation dripping, or a musty smell when it starts up.

It is not cooling — does it need more gas?

Usually not, and this is a common trap. More often the filter is clogged or the coil is dirty, and a clean fixes it. A sealed system does not consume refrigerant: if the gas is genuinely low, there is a leak somewhere, and simply topping it up means paying to vent it into the air again in a couple of months. Ask the technician to find the leak first.
