SIM card on Phu Quoc: operator stores, documents, eSIM

On Phu Quoc a foreigner registers a SIM with a passport at a Viettel, VinaPhone or MobiFone store in Duong Dong. Where the stores are, what documents you need, how eSIM works and what to do if your SIM is blocked.

A foreigner gets a SIM card on Phu Quoc with a passport at an operator store in Duong Dong: Viettel and MobiFone are on Nguyen Trung Truc street, VinaPhone (VNPT) is on Tran Hung Dao. You can also set up an eSIM in advance. The key is that the number is registered to your passport and you pass the face check in person: since April 2026 a number without that check can be cut off.

Where do you buy a SIM on Phu Quoc?

There are three operator stores in Duong Dong, the island's main town. ViettelStore is at 331 Nguyen Trung Truc, at the junction with Hung Vuong; it opens at 7:00. It is a new location: Viettel opened it in January 2026, and the old store on the maps is marked as moved here. MobiFone is at 180 Nguyen Trung Truc, on the same street closer to the centre; it opens at 7:30. VinaPhone (VNPT) is at 02 Tran Hung Dao, at the start of the street near the centre; its hours on the maps are unreliable, so call before you go: +84 297 3978 978. In the south, in An Thoi, there is also a VNPT point at 230 Nguyen Van Cu, phone +84 297 3970 505. Check the hours of the other stores before you visit too. All of them are in the mobile and SIM cards section.

What documents does a foreigner need?

Your original passport with a valid visa or visa-free entry. A foreigner's SIM is registered to the passport only. Four details are checked: document number, full name, date of birth and a face image. The rule is set by Circular 08/2026/TT-BKHCN of the Ministry of Science and Technology, in force since 15 April 2026, and by Decree 163/2024. In practice that means a visit to a store or signing up through the operator's app.

Can you get a SIM before you arrive on Phu Quoc?

Yes, you can order a Viettel tourist SIM in advance at tourist.viettel.vn: it asks for a photo of your passport's photo page and a portrait photo, plus an email address. We did not find on official pages whether Phu Quoc airport (PQC) has an operator counter or where it is, so do not count on one in the arrivals hall. If you need data right after landing, set up an eSIM in advance. For getting from the airport to your hotel see transfers.

What tourist packages are there?

MobiFone has the Hi Vietnam app for visitors, where the eSIM packages are named HVN0 (a starter for one day), HVN3 (3 days), HVN7 (7 days), HVN15 (15 days) and HVN30 (30 days). With Viettel at tourist.viettel.vn you choose the tariff at the "Plan" step. Check the data allowance and current terms on the operator's site on the day you buy.

Are there eSIMs for foreigners?

Yes. MobiFone issues an eSIM in its Hi Vietnam app: you need a passport photo, a video call for identity checking and an e-signature. After installing the eSIM you call 900 to activate it. Your phone must support eSIM and be carrier-unlocked. Paid packages in the app need an international Visa or Mastercard. To avoid landing without data, set up the eSIM at home and activate it following the in-app instructions.

What if your SIM gets blocked?

If a number fails verification, under Circular 08/2026/TT-BKHCN the operator first blocks outgoing calls and SMS, then incoming service too, and can terminate the contract 5 days after that. After a phone change, outgoing service can be blocked within two hours, and you have 30 days to redo the face check. If that happens, take your passport and SIM to your operator's store: on Phu Quoc that means Duong Dong, or An Thoi for VinaPhone. Ask the operator for the exact recovery steps: the circular does not describe them.

What is the mobile signal like on Phu Quoc and outside town?

We found no official coverage data from Viettel, VinaPhone or MobiFone for Phu Quoc (north, south, beaches), so we promise nothing. If you need a signal on trips around the island, ask the operator in the store before you buy and test the SIM while you are still in Duong Dong.

Which province is Phu Quoc in now?

An Giang. Under National Assembly Resolution 202/2025/QH15 of 12 June 2025, Kien Giang province was merged with An Giang into a single An Giang province, and under NA Standing Committee Resolution 1654/NQ-UBTVQH15 of 16 June 2025 Phu Quoc became a special zone (đặc khu Phú Quốc); the new authorities have operated since 1 July 2025. For you it means one thing: store addresses will read "An Giang" and "dac khu Phu Quoc", and the old "Kien Giang" may still turn up. For exchange and ATMs see banks.

Sources and verification

The addresses and opening times of the Viettel, MobiFone and VNPT stores were checked on Google Maps on 23 October 2026. For Viettel there is also an announcement on viettelstore.vn about the store at 331 Nguyen Trung Truc (article of 26 January 2026). For official operator stores one source is enough for us, because they serve tourists. It is still best to check the hours before you visit. The subscriber verification rules and the order of blocking come from the text of Circular 08/2026/TT-BKHCN on LuatVietnam. The Viettel tourist SIM comes from the tourist.viettel.vn page. The MobiFone Hi Vietnam app and eSIM come from an article on MobiFone's site dated 18 March 2026. The merger of Kien Giang into An Giang comes from the text of Resolution 202/2025/QH15 on Hoatieu (Article 1, clause 23). The special-zone status: Resolution 1654/NQ-UBTVQH15 (Art. 1 cl. 95). Airport counters and network coverage were not confirmed from official pages, so we do not state them. Updated 23 October 2026.
