How to choose a tour agency on Phu Quoc and check its licence

How do I check a travel agency's licence?
1. Ask for the licence number. It looks like this: 91-0005/2015/TCDL-GP LHQT. 2. Open the register at quanlyluhanh.vn, run by the Vietnam National Authority of Tourism, and use the "Tìm doanh nghiệp" tab. Enter the number or company name; the province field can be set to "Toàn quốc" (nationwide). 3. Compare the name, address and licence type.
Article 30 of the Law on Tourism 09/2017/QH14 sets two types. A domestic agency serves domestic tourists. An international one serves foreign visitors coming to Vietnam and may also run domestic tours (Article 30). If the number is not in the register, or the company has a different name, go elsewhere.
How do I check a tour guide?
A guide should carry a tour guide card (thẻ hướng dẫn viên), worn visibly during the tour. The same national authority runs an online guide database at huongdanvien.vn. Ask to see the card at the start of the trip. If the guide will not show it, walk away or call the agency.
What tours are sold in Phu Quoc?
Most are one of three routes. Each agency decides the stops and order, so get the programme in writing.
- Islands of the An Thoi archipelago in the south. Boats leave An Thoi port for Hon Mong Tay, Gam Ghi and May Rut, with snorkelling stops. The cable car to Hon Thom island is nearby. More in what to see in Phu Quoc.
- The south of the island. Sunset Town and the Kiss Bridge in An Thoi, Sao Beach, the Phu Quoc prison.
- The north. Ganh Dau cape, the national park, and in Bai Zay VinWonders, Safari and Grand World.

When are sea tours cancelled?
Boat tours are cancelled in storms and rough seas. In July 2025, as Typhoon Wipha approached, authorities told operators to stop inter-island tours until the storm passed (Viet Nam News, 21 Jul 2025). In July 2022, companies themselves stopped diving, sea walking and speedboat tours, and refunded the tours (Tuoi Tre News, 12 Jul 2022). The rainy season runs May to September: see weather by month. Ask up front who decides on cancellation, when you will be told, and whether you get a refund or a new date.
What changed after the July 2026 speedboat accident?
On 11 July 2026 a speedboat carrying 32 tourists from India capsized on the way from Hon May Rut Ngoai island to An Thoi port, and 15 people died. An Giang provincial police are establishing the cause (Tien Phong, 12 Jul 2026). Some companies stopped speedboat tours themselves, and the province demanded that no vessel leave port without all required permits. According to Tuoi Tre on 16 Jul 2026, of more than 100 tourist speedboats in Phu Quoc about 70 hold the SB class needed to carry passengers, and the rest may not carry tourists (Tuoi Tre, 16 Jul 2026). Before a boat tour, ask whether the vessel is cleared to carry passengers and whether boats are running on your day.
What should I ask before paying?
- What is included: hotel pickup, tickets, lunch, guide, insurance. Insurance should be stated plainly: "included" or "not included".
- Life jackets: one for every person, children included, and whether they are worn on board.
- The vessel: its passenger permit, its capacity, and whether more people are taken than allowed.
- Which language the guide speaks. If you need English or Russian, get it confirmed in writing.
- Departure and return times, and group size.
- Cancellation and refund terms, both for bad weather and if you change your mind.
- The name and licence number of the company that actually runs the tour, if a hotel or a reseller sells it.
Ask for the programme and terms by message or email and keep your receipt.
Where do I complain about a tour agency?
First write to the agency and attach your receipt, messages and a photo of the programme. If you cannot agree, turn to the An Giang Department of Tourism or the Phu Quoc special zone administration: after the 2026 accident, those are the bodies reviewing the island's tourism businesses (Tuoi Tre, 16 Jul 2026). Phu Quoc now belongs to An Giang province, so in older notes about "Kien Giang" look for the same office under the new name. Ask your hotel for the office's phone number.
